Why legalizing sports betting (still) faces such long odds at the Legislature this year

Legal sports gambling may be coming to Minnesota. However, it does not appear to be in much of a rush.
Consider that the Senate bill that would partially legalize sports books in Minnesota narrowly slipped out of its original committee Thursday (and faces an uncertain response during its next stop). The majority leader of the Senate is not keen on the thought. The state’s 11 Native American tribes are opposed. Anti-gambling and several religious organizations tend to be more than And, oh yeah, it will not raise much money.
There’s also this: the House bill on precisely the exact same topic has not been set for a hearing, lacks assistance from DFL leadership, also confronts many of the very same obligations as the Senate bill.
Other than that, it is a sure thing.
Introduced by Senate Taxes Committee Chair Roger Chamberlain, R-Lino Lakes, the Senate’s sports betting bill, SF 1894, does have sponsorship from the Republican and DFL senators. And it made its first official appearance before Chamberlain’s own committee Thursday. “That is a company, it’s a profession, it’s amusement,” Chamberlain said. “People do make a living off of this… and they also have a lot of fun.”
And although it is not legal in Minnesota, there are a lot of men and women who bet illegally or through offshore mobile or online sites. Chamberlain believes by legalizing and controlling it, the condition could bring to the surface what’s now underground.
But sports gambling is a low profit company for casinos; much of what is wagered is returned to players as winnings, which means that could be subject to state taxation,”the hold,” is comparatively small. Chamberlain’s bill would tax that amount — the amount of wagers minus winnings — at 6.75 percent.

“Many states think it’s a money-maker for them also it may be,” Chamberlain said. “But we are not in this to raise a great deal of revenue. We want people to share in the company and have some fun doing it.” Casinos and race tracks could benefit by using sports gambling as a means to attract more people in their casinos, he said.
The bill says that if the state’s tribes wish to provide sports betting, they would need to ask a new compact with the state, something required by national law. The country is obligated to bargain in good faith and that includes agreeing to some kind of gambling already allowed off reservation.
But the executive director of the Minnesota Indian Gaming Association, John McCarthy, said Thursday that the tribes have lots of concerns about the House and Senate bills, and are in no rush to add sports gambling to their surgeries.
McCarthy said the tribes have spent billions of dollars in gaming centers and utilize them to raise money to cover”human services, schools, schools, housing, nutrition programs, wastewater treatment centers, law enforcement and emergency services, and other solutions.”
“Since these operations are crucial to the ability of tribal governments to meet the requirements of their own people, MIGA has had a longstanding position opposing the growth of off-reservation gambling in Minnesota,” McCarthy said. The cellular facets of the bill, he said, would”create the most significant expansion of gambling in Minnesota in more than a quarter-century, and therefore MIGA must respectfully oppose SF1894.”
He said the tribes were especially worried about mobile gaming and how it might lead to much more online gambling,”which represents an even more significant danger to all types of bricks-and-mortar facilities that currently offer gambling: tribal casinos, race tracks, lottery outlets, and pubs together with charitable gambling”
Also opposed was an anti-gambling expansion group and a religious social justice organization. Ann Krisnik, executive director of the Joint Religious Legislative Coalition, cited the state fiscal note that said the earnings impacts of the bill were unknown.
“It’s unknown not just in terms of revenue, but it’s unknown also in terms of the ultimate costs this generates for the state,” Krisnik said, citing societal expenses of gambling.
Jake Grassel, the executive director of Citizens Against Gambling Expansion, said the bill was a bad deal for the nation. “The arguments in favour of legalizing sports betting may seem meritorious at first blush — that is, bringing an unregulated form of betting from the shadows,” Grassel stated. “Upon further reflection and consideration, the prices are too high and the advantages are too little.”
A way to’start conversations with the tribes’
The Senate bill ultimately passed the Taxes Committee with five votesno votes and a”pass” Two other members were also absent. It now goes to the Senate Government Operations Committee.
After the taxation committee vote, Chamberlain said he considers this a method to begin conversations with all the tribes. Even if the bill passes, it doesn’t take effect until September of 2020. And compacts would have to be negotiated to clear the way for on-reservation sports betting.
“We are optimistic that they’ll come on board,” Chamberlain said of these tribes. “Their business model won’t continue forever. Young folks don’t visit casinos. I visit them occasionally with my spouse and other people and frequently I’m the youngest one there and I’m in my mid-50s. We believe it’s a business enhancer.
“I understand their caution but we are right there with them and when they get more comfortable and more individuals know about it, I’m convinced we’ll move,” he explained.
Later in the afternoon, Senate Majority Leader Paul Gazelka said the GOP caucus hasn’t met to talk about the matter and that he is not in a rush. He explained the cellular betting aspects are of special concerns to him and he is personally opposed.
“I really do know that it needs more time and that is the 1 thing I’m gonna inquire of that invoice,” Gazelka said. “It’s come forward around the nation and we are gonna need to deal with it just like any other matter. Nonetheless, it is not a partisan matter.”
Some thorny questions All this became possible when the U.S. Supreme Court ruled last spring that Congress had exceeded its authority when it announced that sports betting was prohibited (except in Nevada, in which it was operating at the time). New Jersey had sued to clear the way for sports novels at its struggling Atlantic City casinos.
The decision quickly led countries across the country contemplating whether to legalize and regulate sports gambling. Eight have, and polls suggest legalizing sports gambling has broad popular support.
The problem for the country’s gaming tribes is whether they would make enough out of the brand new gaming option to compensate for the potentially massive growth of it off-reservation. There’s also no clear answer to whether tribes could do much with mobile gaming, because the federal Indian Gaming Regulatory Act that generated the economic increase of casino gambling allows betting only on bookings. Though some states have declared that having the computer servers that procedure bets on bookings is sufficient to comply with the law, the issue has yet to be litigated.
The House and Senate bills also increase a thorny political and legal issue because they apply state taxation to tribal gambling, something the federal Indian Gaming Regulatory Commission has ruled is not allowed. While tribes in other nations have consented to discuss gaming revenue with states, it has come with invaluable concession — such as tribal exclusivity over gambling.
Even though the House bill gives the tribes a monopoly for the time being, the Senate version cuts the state’s two horse racing tracks in on the activity. A 2018 evaluation of the issue for the Minnesota Racing Commission calls sports gambling a”momentous threat” to racing, but notes that each of the states but one that have legalized sports betting have allowed it to be provided at race tracks. According to the commission, the Thoroughbred Idea Foundation has reasoned that”he obvious way of decreasing the potential negative impacts of legalized sports betting on the racing industry is to allow sports gambling at racetracks and also to direct internet revenues to the aid of racing and breeding in the state. ”
The Senate bill enables a kind of cellular betting but requires the use of geofencing to ensure that the bettor is within state boundaries and requires them to get an account that has been created in person in the casino or race track. Additionally, it generates a Minnesota Sports Wagering Commission, which will make rules such as what kinds of bets will be permitted and also regulate the matches.

UFC lightweight champ Rafael dos Anjos hurt out of UFC 196 struggle against Conor McGregor Based on MMAFighting, Rafael dos Anjos is out of the main event fight against Conor McGregor following week because of a foot injury. Also in the report, it mentions that the UFC is currently working on finding a substitute for fight McGregor. Together with Dos Anjos off the card, here is an updated look at UFC 196 which goes down March 5th at the MGM Grand Garden Arena in Las Vegas. Here’s an updated look at the card Main Card Conor McGregor (19-2) vs. TBA Holly Holm (10-0) vs. Miesha Tate (17-5) Gian Villante (14-6) vs. Ilir Latifi (11-4, 1NC) Corey Anderson (8-1) vs. Tom Lawlor (9-5, 1NC) Amanda Nunes (11-4) vs. Valentina Shevchenko (12-1) Preliminary Card Brandon Thatch (11-3) vs. Siyar Bahadurzada (21-6-1) Erick Silva (18-6, 1NC) vs. Nordine Taleb (10-3) Vitor Miranda (11-4) vs. Marcelo Guimaraes (9-1-1) Darren Elkins (19-5) vs. Chas Skelly (15-1) Preliminary Card Diego Sanchez (25-8) vs. Jim Miller (25-7, 1NC) Justin Salas (12-6) vs. Jason Saggo (10-2) Julian Erosa (15-2) vs. Teruto Ishihara (7-2-2) Wanderlei Silva wants fight Fedor Emelianenko, negotiating with Bellator and Rizin Despite the NSAC recent shifting Wanderlei Silva’s lifetime ban into a two-wheeled suspension, the Brazilian is looking to return to action much sooner than that. Per Combate, Silva disclosed that he is not just negotiating with Bellator and Rizin, but he is also considering a potential bout with Fedor Emelianenko. “I was upset with everything, having to go to Supreme Court, visiting the justice, lawyers, all of it took my desire to fight off. I had been upset with that since I am an idol, I’m understood all over the world, and I wish to be treated as such, not as an exaggeration. The commission produces problems in order that they can think of a solution. In my opinion, that’s entirely wrong. They should review they entire statute and laws, because that’s wrong. I had a meeting with Nobuyuki Sakakibara, and he’s super interested in bringing me back to Japan, he explained the Japanese are worried to see me compete . We are also flirting with Bellator,” he said with a laugh. “They want to create a deal together so that I will fight in Japan and here in the United States, and I would struggle for both promotions. I’m negotiating an exhibition fight in Rizin on April 17. They offered me a jiu-jitsu game, two versus two. It’d be Team Wanderlei, Andre Dida and that I, against a group from Japan. I’m also negotiating a championship in Japan, where I’d struggle in September and come back in December for 2 fights in one night. That’s the plan for 2016.” I really wish to fight in Japan. The Japanese promotion created Wanderlei Silva… I finished my career a while ago for disgust, not since I couldn’t do it physically or mentally, but for disgust. However, I think this time off made me actually like it , and I am really happy that I’m feeling this need to fight . As I said, I’m in negotiation to come back to fighting in Japan and I really want big challenges. There’s a possibility of combating Fedor, who is an opponent I would really like to battle. I’m not just talking, but can not be the initial one, correct?” Said”The Axe Murderer”. “Now that I haven’t fought in a couple of years, I can’t get him immediately. I want to do some fights first, get my rhythm back, and once the promotion thinks it is time and I think I am in a fantastic rhythm, I’d really want to test myself , for sure. I have fought the very best in the world . I’d like to test myself . I don’t have anything from Fedor, but I’d like to test myself and see how it goes.” Cyril Asker vs. Jared Cannonier place for UFC Fight Night 86 UFC officials announced Monday a heavyweight matchup involving Cyril Asker vs. Jared Cannonier has been added to the April UFC card in Croatia. Asker (7-1) makes his UFC debut and comes into this bout winning five-straight struggles. Cannonier (7-1) was ineffective in his UFC debut when lost via knockout to Shawn Jordan at UFC 182 in January 2015. The loss snapped Cannonier’s seven-fight win series. UFC Fight Night 86 takes place April 10 at Zagreb Arena in Zagreb, Croatia. Here’s an updated look at the occasion. Junior Dos Santos vs. Ben Rothwell Gabriel Gonzaga vs. Ruslan Magomedov Jan Blachowicz vs. Igor Pokrajac Bojan Mihajlovic vs. Francis Ngannou Nicolas Dalby vs. Bartosz Fabinski Timothy Johnson vs. Marcin Tybura Alessio Di Chirico vs. Bojan Velickovic Filip Pejic vs. Damian Stasiak Damir Hadzovic vs. Mairbek Taisumov Cyril Asker vs. Jared Cannonier

MMA ODDS AND ENDS FOR THURSDAY: INITIAL REACTIONS TO NEW BELLATOR BOUTS

Bellator has announced two or three big fights for upcoming fight cards, and I’ll present my thoughts on those new matchups in the current MMA odds and ends.
Juan Archuleta vs. Ricky Bandejas, Bellator 214
Featherweight contender Juan Archuleta has opted to drop down to bantamweight and he will take on top prospect Ricky Bandejas at Bellator 214, which takes place January 26 at The Forum in Inglewood, California. Archuleta (21-1) is really on a 16-fight win streak and is 3-0 thus far in Bellator with his most recent victory being a choice win over Jeremy Spoon back in November. Bandejas (11-1) started his Bellator career with a bang when he brutally knocked out Bellator’s gold boy James Gallagher last summer. He has only lost once in his profession, to UFC vet Nick Pace, and he holds a remarkable win over present UFC bantamweight Merab Dvalishvili. That is such a good battle between two fighters on the upswing, and it is not a simple one to pick considering both men are incredibly talented and both are riding a great deal of momentum into this fight. I think Archuleta is a bit more solid and proven, but Bandejas is a special prospect himself. Look for a close line with a slight lean towards Archuleta.
Roy Nelson vs. Mirko Cro Cop 2, Bellator 217
Heavyweights Roy Nelson and Mirko Cro Cop are set to rematch at Bellator 217, occurring February 16 at Mohegan Sun Resort in Uncasville, Connecticut. Neslon (23-16) is 1-2 so far in Bellator and most recently was pumped out by Sergei Kharitonov within an upset. Nelson formerly defeated Cro Cop through TKO back in UFC 137 at 2011. Cro Cop (37-11-2, 1 NC) will soon be producing his inaugural Bellator introduction on the heels of a nine-fight win streak, wiht lots of those wins coming in RIZIN. Nelson might have beaten Cro Cop the first time, but according to Cro Cop’s long win streak and Nelson’s declining chin I would have to prefer Cro Cop to win the rematch.
Lorenz Larkin vs. Andrey Koreshkov, Bellator 220
An intriguing welterweight bout between strikers Lorenz Larkin and Andrey Koreshkov is set to headline Bellator 200, occurring March 29 at Pechanga Resort and Casino in Temecula, California. Larkin (20-7, 1 NC) is just 2-2 so far in Bellator, but he’s coming off of consecutive wins over Fernando Gonzalez and Ion Pascu. The Pascu fight was supposed to become a welterweight tournament alternative bout, bout Bellator should figure they do not require a repacement fighter so they gave Larkin this fight against Koreshkov. Despite Larkin being a bit of a disappointment so much since signing a large free-agent contract with Bellator, he still possesses knockout power which will consistently make him a danger to beat anybody in the division. Koreshkov (21-3) is 12-3 overall in Bellator and most recently lost by entry to Douglas Lima from the opening round of the welterweight tournament. His ground game and chin have appeared shaky occasionally at Bellator, but such as Larkin he is always a threat to win by knockout. This ought to be a very competitive fight but Koreshkov constantly gets massive respect from bettors and I guess he wil be a small favorite here.

Conor McGregor

Conor Anthony McGregor (Irish: Conch??r Ant??in Mac Gr??ag??ir;[9] born 14 July 1988) is an Irish professional mixed martial artist and fighter. He is the former Ultimate Fighting Championship (UFC) featherweight and lightweight winner. As of 1 July 2019, he’s ranked #3 at the official UFC lightweight positions and #9 in the official UFC pound-for-pound ranks.
McGregor began his MMA career in 2008 as well as in 2012, he won both the Cage Warriors Featherweight and Lightweight Championships, holding both titles concurrently before vacating them to sign together with the UFC. In 2015, at UFC 194, he conquered Jos?? Aldo to the UFC Featherweight Championship via knockout 13 seconds into the first round, that’s the quickest success in UFC title fight history. Upon beating Eddie Alvarez for the UFC Lightweight Championship at UFC 205, McGregor became the first fighter in UFC history to hold titles in two weight divisions simultaneously.
McGregor began his professional boxing career in 2017. In his introduction boxing game, he had been conquered by Floyd Mayweather Jr.He is the biggest pay-per-view (PPV) draw in MMA history, having headlined five from the six highest-selling UFC pay-per-view occasions. His headline bout with Khabib Nurmagomedov at UFC 229 drew 2.4 million PPV purchases, the most ever for an MMA event. His boxing match with Mayweather drew 4.3 million PPV buys in North America, the second most in history. On 9 March 2008, McGregor had his first professional MMA bout, as a lightweight, beating Gary Morris using a second-round TKO. Following McGregor won his second battle against Mo Taylor, he made his featherweight debut in a reduction via submission against Artemij Sitenkov. Following a success at featherweight in his next bout against Stephen Bailey, McGregor contemplated another career path prior to his mum contacted his trainer John Kavanagh and reinvigorated him to keep on pursuing combined martial arts. [25]
McGregor then won his next fight, too at featherweight, against Connor Dillon, before moving back to lightweight to get a struggle against Joseph Duffy, where he received his next professional reduction after submitting to an arm-triangle choke. After this, throughout 2011 and 2012, McGregor went on an eight-fight winning series,[26] through which he won both the CWFC Featherweight and Lightweight championships, making him the first European professional mixed martial artist to hold names in two branches simultaneously. Back in February 2013, UFC president Dana White made a trip to Dublin, Ireland to Be Given a Gold Medal of Honorary Patronage from Trinity College and was inundated with requests to signal McGregor to the UFC. Following a meeting with McGregor, and speaking with UFC CEO Lorenzo Fertitta, White offered him a contract later.
Ultimate Fighting Championship (2013–gift )
2013
UFC debut In February 2013, the Ultimate Fighting Championship (UFC) announced that they had signed McGregor into a multi-fight contract. [27] In joining, McGregor became only the second fighter from Ireland to compete to the firm, after fellow SBG team member Tom Egan.
On 6 April 2013, McGregor made his UFC debut against Marcus Brimage on the preliminary card of UFC on Fuel TV: Mousasi vs. Latifi. [28] Brimage started the battle aggressively, meeting McGregor at the center of the octagon before starting a flurry of strikes to push him . McGregor, repeatedly throwing a counter left hand, found little success with his initial striking. After discovering that Brimage was vulnerable to a snap kick directed at his chest and torso, McGregor began to employ a looping left hand uppercut, throwing each time Brimage would move forwards into striking variety. These uppercuts grounded Brimage shortly after McGregor started to utilize them. The bout was stopped 1:07 to the first round. [29] The win also earned McGregor his initial”Knockout of the Night” award. [30]
McGregor was anticipated to confront Andy Ogle on 17 August 2013 in UFC Fight Night 26, but Ogle pulled from the bout citing an injury and was replaced by Max Holloway. [31] McGregor bewildered Holloway with his unusual boxing technique, and his incorporation of a huge variety of taekwondo kicks, a lot of which aren’t utilized in MMA to a substantial degree. McGregor was able to control the striking range by using long, non-committal low side kicks to Holloway’s knee and knee, and initiate mixes by jumping with switch and bicycle kicks. After the battle was brought to the floor, McGregor maintained high hands, performing different positional advances, and mitigating his competitor’s exemptions on the ground. [32] McGregor won the fight by unanimous decision (30–27, 30–27, and 30–26). Following the bout with Holloway, an MRI study revealed that McGregor had torn his anterior cruciate ligament (ACL) throughout the bout and might require operation, keeping him out of action for up to ten months. [33]
2014
Return after trauma McGregor was expected to confront Cole Miller on 19 July 2014 at UFC Fight Night 46 in his comeback bout after recovering from his ACL injury. [34] But, Miller pulled out of the bout mentioning a thumb injury and has been replaced by Diego Brand??o. [35] McGregor battled Brand??o facing a loud, rowdy crowd of 9,500 at The O2 in his hometown of Dublin, Ireland. McGregor began the struggle with a signature spinning side kick, before finding his range and landing various taekwondo kicks, and left hand counters. Brand??o, a Brazilian Jiu-Jitsu black belt, attempted to instigate two takedowns, so that he could take advantage of his grappling pedigree, but both attempts were averted by McGregor. Nonetheless, much of the struggle was spent on the ground, as McGregor attained a takedown 1:20 into the bout. After the fight returned to the feet in the third minute, McGregor started to employ his left hand cross, and began to cut off the cage. Brand??o, trapped between the octagon and McGregor, dropped to his side after being struck with another left hand cross as the struggle went into its fourth minute. [36][37] The fight has been formally halted by referee Leon Roberts at 4:05 of the first round. The triumph earned McGregor his first”Performance of the Night” award. [38]
Prior to his next bout, McGregor met with Lorenzo Fertitta and signed up a fresh multi-fight contract with the UFC. McGregor next confronted Dustin Poirier on 27 September 2014 at UFC 178. [39] The bout was one of the most anticipated fights on the UFC 178 card, with McGregor and Poirier just two of only four men involved in the pre-fight press conference, alongside the originally scheduled headliners Jon Jones and Daniel Cormier. [40] Part of this anticipation stemmed from the challenge that the match-up posed: Poirier was McGregor’s first opponent ranked in the UFC’s top ten featherweights. [41][42] Despite McGregor landing 9 significant strikes to Poirier’s 10, he managed to secure a success early in the first round, by pushing Poirier onto his back foot, before exploding with a left hook supporting Poirier’s ear, forcing referee Herb Dean to step in. The finish officially came at 1:46 into the first round. [43][44] This marked Poirier’s initial UFC loss via KO/TKO, also got McGregor his second straight”Performance of the Night” award. [45] From the post-fight interview with commentator Joe Rogan, McGregor cited the UFC Featherweight Championship as his next target from the organisation, saying that”If [the UFC] want, I will eliminate Chad Mendes and step in and give the fans what they want; Aldo vs. McGregor.”
